26 may every year Russia celebrates the Day of Russian entrepreneurship. This professional holiday was established by presidential decree 21 October 2007.

The purpose of the Day of Russian business is to attract public attention to the issues of development of the Russian economy, problems of medium, small and large businesses.

The Russian law «On enterprises and entrepreneurial activity» 1991, enshrines the right of citizens to carry on business as an individual, not using hired labor, and creating enterprises with attraction of hired workers. These citizens were registered as physical persons engaged in entrepreneurial activities without forming a legal entity. The current Civil code calls those citizens individual entrepreneurs.

The appearance of this festive day was a natural consequence of economic changes in the Russian economy in recent decades and in recognition of the fact that entrepreneurial activity is the basis for the development of the country.

The enterprise is an important element of the market economy, without which it can not develop harmoniously the state. It largely contributes to the maintenance of a competitive tone in the economy, creates a natural social support social system organized on the basis of the market, and forms the social stratum of society.

In the year 2018 the proportion of profitable small businesses totaled 79.7%, a loss of 20.3%. Specific weight of medium enterprises made up of 77.7% and 22.3%, respectively.

According to Rosstat, in 2019 in Russia, there were 245,5 thousand organizations engaged in retail trade (excluding trade in motor vehicles and motorcycles), and more than 1.19 million individual entrepreneurs (individual entrepreneurs), carrying out retail trade.

According to the Federal tax service of Russia for may, 2020 in the Uniform register of subjects of small and average business was more of 2.57 million legal entities and of 3.46 million SP.

Support of small and medium entrepreneurship is one of the priorities of the state economic development strategy.

8 may 2013, Russian President Vladimir Putin signed a law on commissioners for entrepreneurs ' rights protection in Russia. The document defined the legal status, main tasks and competence of Federal and regional business ombudsmen.

At the end of 2018 in the framework of the may presidential decree approved the national project «Small and medium entrepreneurship and support of individual business initiative», the timing of its implementation – in the years 2019-2024. He aimed at the cardinal improvement of the business climate in Russia and aims to provide the necessary support at every stage of business development: from idea and assistance in obtaining available funding, to expand business with the export of products. In the year 2020 in connection with the situation in the world caused by the spread of coronavirus, the government of Russia introduced measures to support citizens and the economy. The first package included assistance for socially unprotected citizens, as well as small, medium and micro-enterprises are the most affected by the coronavirus.

The second package involves: support of regional budgets (in the Federal budget reserved 171 billion rubles); support of employment (for this plan to allocate 150 billion rubles, which will go on short-term conditional loans and soft loans to small and medium businesses); additional steps to ensure the stability of the economy, postponement of fines for representatives of small and medium businesses in the most affected industries, etc. Later the government prepared a new package of measures to support the economy in connection with the distribution of COVID-19.

In the Day of Russian entrepreneurship in all regions of Russia competitions, conferences, forums, exhibitions and round tables devoted to the problems of small and medium business enterprise development in General. In 2020, most activities will be cancelled or transferred to the online format because of the restrictions due to pandemic coronavirus.
